Peking, October 5, 1909. PLEASE see my despatch No. 334 of the 16th ultimo in connection with the Harbin Railway settlement question.
The Russian Minister of Finance is arriving shortly in Harbin, and will be in a position to study the situation on the spot.
I believe that the French and Austrian Governments have approached the Russian Government on the subject. We might, I think, with advantage follow their example.
